Personally, I've had my balls busted by black, white, and Asian girls.  The Asians seemed the most enthusiastic - but that may just have been our relationship dynamics, not anything to do with ethnicity.

From my very limited personal experience, every girl who has agreed to bust me as been white with one hispanic chick (though I was in Mexico for that). Black girls seem to either laugh or seem embarrassed and it's from them that I've gotten the most turn-offish reactions. That being said I've always wanted an ebony chick to give me a good kick since I can remember.

From my own experience, most of the girls I know to have done it or joke or laugh about it have been Asians (particularly Filipina). But I don't think there is any actual ethnicity that is naturally more inclined to it.

I do have an (admittedly unscientific/wishful thinking) theory, that all women to some degree like it whether they realize or not, just from the fact that literally every girl that I've ever seen watch a guy get it down there will always laugh or smile at least a little bit. Even the most conservative, docile girls who are probably the farthest thing from a "liberated woman" or a feminist will still have a slight giggle or two when a guy gets hit there, even as they feel sorry for the guy and try to help him.

I agree with your theory based on my experiences as well. Every woman seems to like it in a way but most of them don't sexualize it. The sexual connection can be developed. Most of the women on this site for example made this connection through a relationship.

Back in the day when i was a chat feind, i have talked to many females of different ages and almost every time i managed to bring out their inner ball buster.

ACCORDING TO USBBONLINE

When I ran the website USBBonline in NYC, we put an ad out "get aid to kick guys in the balls," from what I recall, there were far more women with headshots who were Caucasian who replied than any other groups. There were about 300 replies in one weekend. Naturally technology may have been a factor, this was 2003 after-all, and there was definitely a digital divide more than i... Though I recall working with a variety of ethnicities of women, I will vouch that NYC has a huge mixing pot of diversity. I think it was a nice mix but still more Caucasian women wanted to do it. 

BEING A PERSON OF COLOR GIVES ME UNIQUE PERSPECTIVE

Being a brown skinned male who has lived and worked in white environments my entire life, I'm hypersensitive and very much mindful of such realities. I dated a black woman from Philly once where she would CONSTANTLY knee my balls in very sexy way as we passionately kissed. In Chicago used to see this kinkster uber sexy black woman who labeled as a submissive but would absolutely go to town on my nuts when we played – she loved ballbusting, she used to do martial arts and knew how to kick correctly. REAL LIFE BB EXPERIENCE

Lets put it this way I'm not a male sex slut, but I will say I've had non-sexual BB experiences with women on 3 continents, who knows how many cities and nearing close to 150 different women in a 20+ year time span. That said, a HUGE majority of the women I've done BB with are Caucasian women. It's not a preference particularly on my part, I'm attracted to or drawn to those who are openminded enough and interested enough to experience such things with me and it just so happens its mostly white women who have been in my orbit. NOTE!!! My white gf absolutely attests this kink and will NEVER bust me again so its definitely not all white women haha.

I do find that with brown folks from Asia to the middle east to Africa to the Americas there are very real social and cultural stigmas that keep folks from participating in mainstream kink communities. There are irreparable and damaging historical factors also that make kinks like ballbusting a non starter because castration and humiliation of our forefathers had real mental and cultural consequences, which in a way is a HUGE reason that I believe that there are so few brown folks in our kink communities. I know this is a dark and damning rabbit hole but when you ask a question like this it is definitely something that MUST be addressed!!!

SOCIAL FREEDOM IS KEY

THAT SAID... I do think in media and online content and in our daily experiences with kink communities or private play partners, we mainly see Caucasian women doing BB – though I dare say that women of color very much would do it more if they are presented with a unique situation or under comfy circumstances. personally, I do think that a persons' social freedom allow them to explore kinks. I've been very fortunate that I have had social freedoms my entire life and my family encouraged me to exercise that right... but many [not all] Brown folks did not grow up as I did and do not have social freedoms or think they have the same due to upbringing and other social and cultural factors. But I will say this... there are many many many folks of color particularly in the younger generations coming up that don't have as many walls.

WHAT I'VE OBSERVED

Women are women and ethnicity would NEVER hold me back from experiencing BB with any woman tbh.

In reality though, I do think there are more Caucasian and Asian women who are more open to hurt balls for kinky pleasure just from a glance. However, in a fight or angry moments I think women of color will absolutely go for your nuts in a second and fuck shit up haha.

Pacific islander here, can 100% confirm this to be the case. Where I live, there is literally zero fetish/kink subculture here, and the main reason is that there is a very, very strong Catholic influence to our culture, so anything sexually unconventional is frowned upon; LGBTQ rights here have only really been a thing for the past 10 years or so, but that took a really long time to take hold, and unlike BDSM culture, there was a considerable organized push from the public with activists and advocates. And because the culture where I live is the typical Asian "collectivist/don't rock the boat" mindset, I don't see any kinksters outing themselves.
