It's usually regular photos or nude or clothed women. With a caption added into it. Either directly imposed or in a split screen fashion. Anyone with any run of the mill good editor on phone can do it (even Instagram), or on a computer, Photoshop/ms paint/ open source/ ECT.

Painfully easy, pun intended.

Just YouTube adding words/captions to pictures. Or Google it. There are even websites that do it for you for free, like meme makers.
