I was explaining to a friend why one team would have an advantage if they deflated some of the balls and it went something like this:
Each team plays with their own balls.  Before the game, they have to have their balls inspected by a referee.  If the referee rules that the balls aren't up to standards, they aren't allowed to play with their balls.
