Advice on making my profile picture fit.

As you can see from my picture, it's not exactly the way It's suppose to be. I was hoping someone with a bit more graphics knowledge could help me restore the original picture to it's correct dimentions,

I'm not entirely sure what you did to submit it as it is, but the avatar dimensions seem to be 64 x 64 pixels, so try going into paint, and scaling the image down until it fits into those parameters.

Thanks Travis, but that didn't seem to help, maybe I just don't know what I'm doing.
